Target #fail

Dear Target,
I purchased an item at one of your stores today for $22.99, but had to go to a different store for another item that was out of stock -understandable.  Your customer service department actually helped me look for the closest location with the item in stock, which I appreciated.  However, when I got to the second store I found the item that I had actually purchased at the first store on sale for $16.08.  I thought, "Great! I have the reciept. I can just get the cost adjustment."  Wrong.  Even though I had a receipt from the same day for the exact same item, policy would not allow the representative to refund me for the balance.  The suggestion was to buy the item and then return my first purchase at the original store. WHAT!?  Who has time for that?  Fail.  Also, I called your corporate customer service line and got a similar answer.  What kind of policy is that?
I recently purchased a home, and am in the process of furnishing it.  With this much trouble about a $20 purchase and $7 price adjustment, I doubt I'll be spending anything on furniture or home decor with you.

I expected more and paid more.
